1. Data items and filling specifications

The relevant enterprises shall, in strict accordance with the relevant provisions and the requirements of this announcement on the data items and filling specifications of the electronic data of highway inbound and outbound means of transport and freight manifests (see Annex 1 to 13), declare the transmission of electronic data of highway inbound and outbound means of transport and freight manifests to the Customs.

Second, about the goods transport batch number

The cargo transport batch number is the identification number for the entry and exit of goods and articles carried by highway transport vehicles. The same road transport vehicle can correspond to multiple general waybills when entering and leaving the country at one time, and use the same cargo transport batch number; When the goods and articles under the same general waybill need to be carried by multiple road transport vehicles, the same cargo transport batch number shall be used, and enter and exit at the same time.

3. About the manifest transmission unit

The carrier of manifest and relevant electronic data shall take the general waybill as a unit and transmit the main electronic data and other electronic data of the original manifest or pre-arranged manifest at one time.

4. Accurate report on inbound carriage

The inbound carrier confirmed the addition of the data items of "passing country or region", "number of passengers", "health status of passengers" and "whether there is vaccination".

The person in charge of the means of transport shall transmit the electronic data of the means of transport advance, confirmation and highway vehicle entry declaration in one time by means of the electronic data of the inbound carrier confirmation. When the electronic data of the inbound carrier of the means of transport needs to be deleted, the batch number of the goods shall be deleted as the unit.

5. Accurate report on outbound carriage

The person in charge of the means of transport shall transmit the electronic data of the loading manifest, the exit confirmation of the means of transport and the exit declaration of highway vehicles in one time by means of the electronic data of the exit confirmation of the carriage. When it is confirmed that the electronic data of the outbound carrier of the means of transport needs to be deleted, the batch number of the goods shall be deleted as the unit.

6. Goods in transit

The carrier of manifests and related electronic data shall transmit transit cargo manifests and related electronic data in accordance with relevant rules and regulations.

Vii. Centralized declaration of goods

When goods enter or leave the territory with the manifest, the manifest and the relevant electronic data transmitter shall transmit the manifest and the relevant electronic data in accordance with the relevant rules and regulations.

8. Cross-border fast customs clearance goods

Manifests and related electronic data transmission shall be in accordance with the provisions of the relevant rules and regulations to transmit cross-border rapid customs clearance cargo manifests and related electronic data.

9. On no-load vehicles

For means of transport that do not carry goods and articles into and out of the country, or only carry temporary empty containers into and out of the country, the Customs does not require the transmission of manifests and related electronic data, and only needs to declare the entry and exit declaration form of highway vehicles and confirm the electronic data in one time.

10. About the customs clearance code of goods

RD01 refers to the inbound and outbound direct mode of highway ports, which is applicable to the inbound and outbound transport vehicles that need to complete customs formalities at the port customs and do not load and unload goods (containers) at the customs supervised working places at the port (inbound and outbound transport vehicles carrying non-trade goods are not applicable to RD01).

RD02 refers to the highway port inbound and outbound direct transit mode, which is applicable to the inbound and outbound transport vehicles that need to handle the customs formalities at the port customs, but do not load and unload the goods (containers) at the port customs supervision site.

RD03 refers to the mode of inbound discharge at highway ports, which is applicable to the means of transport for inbound goods that need to be unloaded at the customs supervised working places at ports and completed customs formalities.

RD04 refers to the mode of inbound unloading and customs transfer at highway ports, which is applicable to the means of transport for inbound and outbound goods that need to be unloaded and completed customs transfer procedures at the customs supervision sites at ports.

RD05 refers to the mode of inward container removal at highway ports, which is suitable for the transport of inbound container goods that need to be removed from the customs supervision site at the port to complete the customs formalities and lift them out of the customs supervision site in bulk.

RD06 refers to the highway port inbound container transfer mode, which is suitable for the transport of inbound container goods that need to be unloaded at the port customs supervision site for customs transfer procedures and lifted away from the customs supervision site in bulk.

RD07 refers to the mode of inbound container unloading at highway ports, which is applicable to the means of transport of inbound container goods that need to be unloaded at the port customs supervision site to complete customs formalities, and continue to be carried away from the Customs supervision site in the form of container goods.

RD08 refers to the mode of inbound container unloading and customs transfer at highway ports, which is suitable for the transport of inbound container goods that need to be unloaded at the port customs supervision site for customs transfer procedures, and continue to be carried out by container goods from the Customs supervision site.

RD09 refers to the cross-border fast customs clearance mode, which is suitable for the transport of cross-border fast customs clearance goods (non-transit goods).

RD10 refers to the inbound and outbound empty vehicle mode, which is suitable for transport vehicles that do not carry goods, articles and containers.

RD11 refers to the temporary inbound and outbound empty container highway through mode, which is suitable for the transport of temporary inbound and outbound empty containers that are not unloaded at the customs supervision site at the port.

RD12 refers to the temporary entry empty container unloading mode at highway ports, which is suitable for the transport of temporary entry empty containers that need to be unloaded at the customs supervision site at the port.

RD13 refers to the non-trade highway port direct mode, which is applicable to the inbound and outbound goods and articles declared by means other than the import and export goods declaration form (including the record system list) and the customs transfer declaration form, which need to complete customs formalities at the port customs and do not load and unload at the port customs supervised operation site.

RD14 refers to the loading mode of border bulk goods at highway ports, which is applicable to the means of transport that needs to load bulk goods at the customs supervision site at the port and carry bulk goods out of the country after completing customs formalities.

RD15 refers to the loading mode of containerized goods at highway ports, which is applicable to the means of transport that needs to load containerized goods at the customs supervised working places at ports and carry containerized goods out of the country after completing customs formalities.

RD16 refers to the cross-border rapid customs clearance mode of transit goods, which is suitable for transport vehicles carrying transit goods by cross-border rapid customs clearance.

RD17 refers to the vehicle, temporary inbound and outbound vehicle customs clearance mode, which is suitable for the import and export or temporary inbound and outbound customs clearance procedures in accordance with the goods, and the road transport to enter and exit by self-driving.

RD18 refers to the highway port direct mode of border exchange goods, which is suitable for inbound and outbound transport vehicles carrying border exchange goods into or out of the border exchange area from overseas.

11. Customs feedback information

After receiving the electronic data such as the original manifest and pre-arranged manifest, the customs shall, taking the general waybill as the unit, feed back the audit results such as acceptance, rejection and reasons to the manifest transmitter.

The carrier of manifest and relevant electronic data shall check, correct and re-transmit manifest data in accordance with the reasons given by the Customs for not accepting the transmission.

Where the Customs uses the general waybill as a unit to notify the manifest carrier not to allow unloading, the goods listed in the general waybill shall not be unloaded.

Xii. Automatic clearing of pre-arranged manifest

The Customs will automatically clean up the electronic data of pre-arranged manifests that exceed the declaration time for one month and do not transmit the inbound and outbound electronic data, do not actually enter and exit, do not transmit the arrival report, tally report and other electronic data to the Customs, and do not handle the declaration procedures of goods and articles to the Customs.

This announcement shall come into effect as of December 1, 2020, and the General Administration of Customs Announcement No. 67 of 2013 and No. 7 of 2014 shall be repealed simultaneously.
